There was a guy here earlier today, he had rolled negative equity a few times over the years, and he owed $21,500 on a vehicle with a trade in value of $6,500. Please dont do this! That is the worst I have heard of, but one of my fiscal genius inlaws did that and when he had 2 kids and a broken car, I asked him why not just dump it and start over. Yep, he still owed on it what it was worth when he bought it, years later. Same guy who switchs his 401k investments monthly because he follows 'market trends' and has the inside scoop, but still borrows from it to make first/last/deposit when he moves.
