So i know that with a 3" body lift, my rear bumper will be 3" down unless i relocate it...

1) Do i need to fab brackets to relocate it, or are there empty holes i can bolt it to?

2) Do i NEED to relocate it?

3) If i don't, how will my tire carrier latch? I suppose this answer will also answer #2

The tire carrier only attaches to the body, don't worry about it.

For the rear bumper, you can simply move it up a notch into the next bolt hole, buy some new bolts and it's done. When the bumper's off you'll be able to see what I mean about simply bumping it up a hole. ;)

if u do a body lift do you need to work about cables or cords or lines being to short and needing to be extended just curious or is it pretty straight forward just put the new body spacers in? By the way i havent really looked at what all coming in a body lift kit and have never done it so i have no idea

Most of the lines will extend far enough. I had to move my PS reservoir down the inner fender a bit.

The steering shaft joint has to be loosened off so it can extend as you jack the truck up.

Either you have to drop the rad down, or get new rad hoses to keep it in the stock location.

The fuel lines from the filler need to be extended (both the filler and breather tubes) and the parts are in the kit.
