Yep, it's the HVAC climate control sensor. You can clean it, but I don't think it's worth the effort - see here for instructions.

easier to design 1 panel that WILL accomodate it, even if not equipped

 

 

otherwise it's somewhere to stick popcicle sticks while driving when done eating them instead of being a litter bug!
