Filling In Holes In Fenders

i took off my fender flares, and now i want to fill in the holes with body filler and paint my fenders. i have new cheap rubber flares that i wanna throw on there, but they arent big enough to cover the holes so i have to fill them. can anyone let me know how to fill them? what do i need to make it look good? or, do the 96-99 front fenders fit 99.5-04? i noticed most of the older ones dont have flares or holes! that would be a quick swap if it was possible. i am inexperienced and would love advice! thanks!

Thats what im probably going to have to do once I get 35's. The only thing I would have a problem with again is painting them back to the stock color, might cost a pretty penny :(

 

thats the only thing i am afraid of is cost. hopefully i can score a set of fenders w/o holes from a junkyard that are already black :)
