Trouble Stating On Small Hills

my 96 has doesnt like to turn on on hills. it will turn over but it takes 3-6 tries to start. it sort of smeels like gas once it is started and holding the gas pedal down seems to help. this just started happening maybe 2 weeks ago(when it startwed to warm up) im at sea level btw.

Seatbelts have a lifetime warrenty through the dealer. Mine stopped retracting, I took it in and they replaced all of the seatbelts.

I think with all vehicles, a dealer is obligated to replace any worn out or malfunctioning equipment. A friend of mine just brought a 98 Dodge Ram into the province and it failed inspection due to the light on the dash not indicating that the seatbelt wasn't latched. Dodge fixed everything, no charge.
