on the backside of my engine compartment (inside the top of the wheel well) is a plastic box that is connected to my air cleaner what does this do and can i move it out of the wheel well.

I know what little box ur talking about, I don't think its very critical. I have a k&N cone filter on my cpathy and I took all that excess tubing out. I didn't take the little box out though. I wasn't in my way so I just left it.
