The faster you get out of open loop and into closed loop the better. Open loop dumps a set amount of fuel into the engine to keep it running and when it's at idle the fuel is not completely burned and therefore causes carbon buildup and other not so good things.

 

The main thing you want to wait for before driving is that the oil is circulated throughout the engine which only takes about 15 seconds. After that, drive it. Just don't rev it too high while it's still cold.

you should varify the accuracy of your guage, buy a kitchen themometer (one that goes up to 250+F) stick it in your radiator just below your upper hose. The guage should start to move arround 90-100 and be near center somwhere in the 170-190 ballpark(Ideally 180 is center).

 

You may be warming up fine and just don't know it.
