I would probably try to repair it myself with acetone and abs.

Repair kits are available for bumper covers. Adhesive, mesh and filler. You remove the cover first and do the repair from the back side. It's sort of like fiberglass repairs except flexable. It looks like someone tried to fix yours with ABS or PVC glue. Your paint colour is the same as mine and Dupli Colour touch up paint is a perfect match.
