TD27- Does head need to come off to replace lifters?

Hi guys,

 

As above, do I need to take the cylinder head off to replace lifters or do I only need to remover rocker cover and rocker shaft assembly? Truck is a 1990 TD27.

Cheers for that, does anyone on here know for sure? just got hold of a manual and it looks like the lifters are sitting under the push rods..
