If fuses and wiring checks out OK, then you may need to disassemble the clock and look for potential bad solder joints and resolder them. I remember some forum post either here or on NICOclub that one specific resistor had a bad solder job for several members, so that may be your issue. Either that or hit up a junkyard.

looks like there is only 2 fuses that control the clock. I did a search on Google and found a lot of people complaining about the clocks not working, if the clock can be easily removed, myself I would take it apart and check the circuit board as Towncivilian suggested.
