Is a lift required to accomodate 16'' rims and tires? Also what other makes of trucks rims will also fit (ie. toyota, gm, etc)?

Anything 6 lug is not interchangeable. For instance, the Chevy rims have the same bolt pattern, but, the rim will not fit over the hubs in the front. They can be bored out to fit, but that's a lot of work, and would have to be done by a pro (IMHO) or the rim would never spin true.
