Ragpaoa has the OME with the full Shrockworks treatment (bull bar, skids, sliders) on his '05 PF. I think he's swapped to an '08 now and transferred all but the bull bar. It can be seen here:

The wind chill really has nothing to do with whether you will have any problems with starting... only the ambient temperature matters.
Anyway, at about -28ºC I get problems starting my wife's '00 Integra if it hasn't been plugged in... usually rough idle and stalling. I didn't had any problems starting my new PF at -35ºC one day when I didn't get a powered stall at work.
It might depend if you have the factory nav head unit or not. I know that some settings that can be changed from the head unit on the nav equipped PFs have to be changed by the dealer on the non-nav PFs (for example, disabling the entry/exit power seat function).
