HELP 2006 R51 lower radiator hose staying cold

I just rebuilt the engine from a blown head gasket, all new parts from damn near everything I touched, including of course water pump and thermostat. BUT for some unknown reason the bottom of the radiator hose to the thermostat is staying cold. Yes I did take off the bleeder cap in the back against firewall when filling w/coolant. Someone please help.
