brakes Brakes BRAKES

I have had this happen a few times this week, and ONLY at start up. The brake pedal is pretty solid, it will move about 1/8" inch and that is it and with little to no braking power. After kicking down on it a few times, I get pressure and the brakes then work. The pads are well over 60%. The brakes were all anti0seized recently. The only thing that was not done was the fluid replaced. Any suggestions? Vapour lock? Water somewhere in the line?

Thanks
