I have rang out the black and pink striped wire good to the starter with a fluke meter.

My starter works evertime I cross it with a screwdriver, but not with the ignition. I hear a click. but it doesnt crank the starter sometimes. I have replaced the spade terminal on the plug that connects to the Solenoid. It worked for awhile, and now it doesnt?
