Is the water dirty or rusty looking,mabe need back flush system and fill half antifreeze water

I changed blower motor resistor 2 or 3 mounths ago, and has worked fine untill yesterday, now the fan only works on low i'm quessing and won't shut off. Hope not resistor again it cost to much any idea's. Think i'll pull switch out and start there.

I changed my bower motor resistor awile back and worked fine for 2 or 3 mounths, yesterday fan is sll working but can't change speeds or turn the fan off, on 98 SE
