I had a shaky steering wheel on an 01 and it was a bad outter tie rod end.

I am going in for the inspection tomorrow on my Q. I've looked at the area and it has some rust, I can see from the engine bay where it looks like it is coming through. Hoping for the best. Here is a shot of the damage.
