small connector with black, blue, red, green wire by OBD11

In a quest to find the TPMS self diagnostic wire, which is supposed to be by the OBD11 connector under the dash, I instead found this sitting there right beside the OBD11 connector. It has 4 wires with the mentioned colors, and is sitting there unplugged. I don't know what it is for? Secondly, my TPMS light just came on all by itself while driving yesterday and stays on solid with no warning beep. If I turn the truck off, then start it again, the light goes off normally, but will arbitrarily come back on at any point it feels like while driving. Again no warning beeps. Tire pressures are spot on 35 as tire dealer says to use.

1) So what is that connector?

2) Where is the connector to self diagnose the TPMS system using it's blink codes?

3) Any clue why the TPMS light comes on arbitrarily?

Thank you R-50 masters.
