Starter relay duel plugs

I was working on my no crank no start issue so I checked my starter relay 25221P right behind the battery and there is a second plug identical to the starter one that wasn't being used just sitting there. What is it for?

Going from the 94 FSM, as anything earlier is not available online,

 

Under the hood in the battery area there may be a unused plug for a ASCD (cruise) relay, a unused plug for an interlock relay if the truck was a manual trans (which yours is not),

 

here is a labeled diagram from the same FSM I labeled a while back for someone else, you can see some of the plugs that may not be used in your application:

I noticed the FSM has errors in regards to the "Inhibitor Relay" for the automatic trans WD21 (I have both '94 and '95 FSM).

what is the error?

 

Only error I see in both the 94 and 95 FSM is it shows a plug numbered 8M and 9M in the list but the diagram does not have the 9M, but if you have the 95 FSM supplement it does show 9M,

 

8M shows as inhibitor relay, automatic, wagon, without ASCD

9M shows as inhibitor relay, automatic, wagon with ASCD
